
In Mexico City and the municipalities of the State of Mexico that make up the urban area, the Hoy No Circula program is in effect from 5:00 AM to 10:00 PM. Today, the circulation restrictions apply to vehicles with pink stickers and whose license plates end in the numbers 7 or 8. Those with circulation holograms 0 and 00 are exempt from these limitations and cannot be fined if they circulate during the mentioned hours.
In case of non-compliance with these measures, drivers will face fines ranging from 20 to 30 times the Measurement and Update Unit (UMA), which amounts to sums ranging from 1,171 to 3,257 pesos. In addition, they are not allowed to circulate from Monday to Friday from 5:00 AM to 11:00 AM, and the last number of their license plates determines the day they must refrain from circulating during the week.
Vehicles exempt from Hoy No Circula include agricultural tractors, construction and mining machinery, motorcycles, units with a gross vehicle weight of less than or equal to 400 kilograms, electric vehicles, emergency vehicles, vehicles with sustainable technologies, school transportation vehicles, funeral service vehicles, privately owned vehicles driven by persons with disabilities, among other criteria established by the Ministry of Mobility.
In addition to the fines, violating drivers must also consider the cost of towing their vehicle to the impound lot, which varies between 919 and 1,833 pesos depending on its towing capacity. The municipalities of the State of Mexico where the program applies are Atizapán, Coacalco, Cuautitlán, Cuautitlán Izcalli, Chalco, Chimalhuacán, Chicoloapan, Ecatepec, Huixquilucan, Ixtapaluca, La Paz, Naucalpan, Nezahualcóyotl, Nicolás Romero, Tecámac, Tlalnepantla, Tultitlán, and Valle de Chalco.
In Mexico City, Hoy No Circula applies in all boroughs and affects vehicles with circulation holograms 1, according to the last digit of their license plates and the odd or even days of each month. Furthermore, foreign vehicles with foreign plates cannot circulate on Saturdays from 5:00 AM to 10:00 PM.
